تهتم هذه الدراسة بتحليل معضلات الدولة الوطنية في المنطقة العربية في سياق التحولات الإقليمية الجديدة المتعددة المستوياتوالتي ساهمت في تعميق أزمات الدول العربية نتيجة للتراكمات التاريخية و الأيديولوجية و السوسيوثقافية و التي حالت دون بناء دولة المؤسسات القادرة على التكيف مع التحولات الدولية الجديدة حيث واجهت هياكل الدولة المهترئة تحديات من عوامل مركبة اجتماعيا سياسيا و اقتصاديا و وجود و لاءات إثنية.
لذا فالتحولات الإقليمية العميقة تندرج ضمن ظهور تحديات و مشاكل أفرزتها العولمة النيوليبيرالية بإرثها القيمي للحضارة الغربية.
عالج المقال واقع الدول العربية من حيث تجسيد شرعيتها على العصبيات و العلاقات العشائرية و على تقديس شخصية الحاكموتدهور أوضاعها الداخلية بسب بهشاشة بناء دولة ما بعد الاستعمار و غياب قواعد مرسخة لانتقال و ممارسة السلطة و هو الوضع الذي أدى إلى اندلاع الثورات ما صاحب ذلك من تغير في ديناميكيات القوة و النفوذ في المنطقة حيث تحولت الثورات من احتجاجات سلمية لإسقاط الأنظمة الحاكمة إلى فوضى عارمة تسببت في انهيار و تفكك عدة دول عربية.
Abstract EN
This study analyzes the plight of Arab countries in the context of the new multi-level regional transformation, which helps to deepen the crisis of Arab countries due to the accumulation of history.
Ideological, cultural and social workers, without the establishment of a state capable of adapting to new international changes, face challenges in the structure of the state, from social compounding factors to politics The existence of economy and national loyalty.
Therefore, the profound regional changes are the challenges and problems brought about by globalization and Neo liberalism inherited from the value of Western civilization.
In this paper, the legitimacy of Arab countries is reflected in the reality of the sanctification of ethnic relations and ruling personality, as well as the deterioration of its internal conditions due to the fragility and lack of rules of post- colonial countries Established the transfer and exercise of power, which led to the outbreak of a revolution in the dynamic change of power and influence in the region, in which the revolution of peaceful protest had been overthrown from the ruling regime Great chaos led to the collapse and disintegration of many Arab countries.

Cette étude vise à analyser les dilemmes de l'Etat national dans la région arabe, dans le contexte des nouvelles transformations régionales multi-niveaux, qui ont contribué à approfondir les crises des pays arabes du fait des accumulations historiques, idéologiques et socioculturelles, qui ont empêché la construction d'un Etat d'institutions capables de s'adapter aux nouvelles transformations internationales, Effiloché par les défis liés à des facteurs socialement, politiquement et économiquement complexes et par l'existence de loyautés ethniques.
Par conséquent, les transformations régionales profondes font partie de l'émergence de défis et de problèmes créés par la mondialisation néolibérale avec son précieux héritage de la civilisation occidentale.
L'article traite de la réalité des pays arabes en termes d'incarnation de leur légitimité sur les relations sectaires et tribales et sur le respect de la personnalité du dirigeant, la détérioration de leurs conditions internes due à la fragilité de la construction d'un État postcolonial et à l'absence de règles pour le transfert et l'exercice du pouvoir, une situation qui a conduit à l'éclatement de révolutions et au changement de dynamique qui l'accompagne.
Pouvoir et influence dans la région; Là où les révolutions sont passées de manifestations pacifiques pour renverser les régimes au pouvoir dans le chaos.
