النظام الصحي الحديث مبني على مفهوم الرعاية و هذا يعني العناية و علاج الأطوار الحادة المرتبطة بالأمراض خاصة في عصر يتميز بشيخوخة الشعوب إلى جانب تكاثر الامراض المزمنة و هذا ما جعلنا نلاحظ أكثر فأكثر تطور توظيف إستراتيجية الرعاية الصحية كأداة للوقاية من الامراض و مرافقة المرضى.
وفي هذا السياق يشكل العلاج أو التطبيب عن بعد محورا استراتيجيا لرفع مستوى الامداد بالرعاية الصحية و نشرها من خلال توسيع نطاق الإستفادة منها (الوقاية الاعلام والتوعية العناية و المرافقة الصحية).
و مع ذلك و بالرغم من التقدم التنظيمي و التأطير الاداري و القانوني لا يزال العلاج أو التطبيب عن بعد غير متطور بالقدر الكافي.
العلاج أو التطبيب عن بعد هو أحد المجالات الفرعية للصحة الإلكترونية و التي تشمل بصفة عامة استخدام التكنولوجيات الحديثة للمعلومات و الاتصالات في انتاج و إدارة كل الانشطة المتصلة بقطاع الصحة.
Abstract EN
The modern health system is built around care, that is to say the treatment of acute phases of pathologies.
In a context of aging of the population, associated with the multiplication of chronic diseases, we observe an evolution of this strategy towards the prevention of diseases and the accompaniment of patients.
In this context, telemedicine represents a strategic axis to improve the supply of care and expand the scope of care (prevention, information, care, support).
However, despite the regulatory advances, telemedicine is still insufficiently developed.
Telemedicine is one of the sub-domains of e-health.
In general, e-health encompasses innovations in the use of information and communication technologies (ICTs) for health-related activities.

Le système de santé moderne est bâti autour du soin, c’est-à-dire du traitement des phases aigües des pathologies.
Dans un contexte de vieillissement de la population, associé à la multiplication des maladies chroniques, on observe une évolution de cette stratégie vers la prévention des maladies et l’accompagnement des patients.
Dans ce contexte, la télémédecine représente un axe stratégique afin d’améliorer l’offre de soins et élargir le champ du parcours de soins (prévention, information, soins, accompagnement).
Cependant, malgré les avancées réglementaires, la télémédecine reste encore insuffisamment développée.
La télémédecine constitue l’un des sous-domaines de l’e-santé.
De manière générale, l’e-santé englobe les innovations d’usages des technologies de l’information et de la communication TIC relatives aux activités en rapport avec la santé.
