تقيس هذه الدراسة أثر سياسة دعم قرض الرفيق على إنتاج الحبوب في ولاية أم البواقي من خلال استخدام نموذج بانل (Panel Data) متوازن للفترة 2009-2015 و قد أظهرت النتائج وجود أثر معنوي موجب للدعم من خلال القروض قصيرة الأجل على إنتاج الحبوب على مستوى ولاية أم البواقي في المدى القصير مع وجود اختلاف في الأثر الفردي بين المناطق محل الدراسة.
و هذا التأثير الإيجابي يؤكد على نجاح سياسة دعم القروض الفلاحية قصيرة الأجل و لكن بالرغم من النتائج الإيجابية المحققة يبقى إنتاج هذه المحاصيل الاستراتجية متواضع مقارنة بالطلب عليها و هذا ما يعبر عن الدور المحدود الذي يؤديه البنك اتجاه توسيع عملية تمويل القطاع الفلاحي بالرغم من أهميته في تحقيق التنمية الفلاحية و رفع معدلات النمو الفلاحي في الجزائر.
Abstract EN
This study measure the impact of RAFIK Loan Support Policy on cereal production in Oum El-Bouaghi province, through the use of a balanced Panel Data model for the period 2009-2015.
The results show a significant effect of short loan support policy on Cereals production in Oum El-Bouaghi province in the short run with a difference in the individual impact between the areas chosen in the study.
This positive impact confirms the success of the short-loans support policy.
However, despite the positive results achieved, the production of these strategic crops remains modest compared to demand.
This reflects the limited role played by the Bank in expanding the financing of the agricultural sector, achieving agricultural development and raising agricultural growth rates in Algeria.

Cette étude mesure l'impact de la politique de soutien agricole avec le crédit de RAFIK sur la production de céréales dans la Wilaya d' Oum ElBouaghi, à travers l'utilisation du modèle de données de panel équilibré pour la période 2009-2015.
Les résultats ont montré un effet significatif de la politique de soutien à court terme sur les céréales dans la Wilaya d'Oum ElBouaghi à court terme avec une différence dans l'impact individuel entre les zones choisies dans l'étude.
Cet impact positif confirme le succès de la politique de soutien agricole avec les crédits à court terme.
Cependant, malgré les résultats positifs obtenus, la production de ces cultures stratégiques reste modeste par rapport à la demande.
Cela reflète le rôle limité joué par la Banque dans l'expansion du financement du secteur agricole, la réalisation du développement agricole et l'augmentation des taux de croissance agricole en Algérie.
