This study aims to identify the reality of administrative responsibility in Iraqi universities and its relation to the functional performance of the deans of colleges and heads of departments in the light of the overall quality standards: DhiQar province as a model, specifically the study tried to answer the question of what is the administrative responsibility of deans of colleges in Iraqi universities and their relationship to job performance in light of Total Quality Standards DhiQar Governorate is a model? The researchers used the descriptive approach, and developed a questionnaire to collect data, and verified its validity and stability in the appropriate educational and statistical methods, the study community of all, deans and heads of departments at the University of DhiQar - Iraq.

The results of the study regarding the administrative axis: The employee is committed to the hierarchical level of work, which is high, followed by the commitment of the employee to sign the departure form during the working hours before leaving his work.

As for the technical axis, the employee is interested in using modern technology in the performance of his work and the axis of performance as for the center of work, the university is interested in the work accomplished in terms of quantity, innovation and innovation: dealing with different situations in an innovative and appropriate manner, and in relation to initiative and problem solving: bears full responsibility for the direction of the work carried out, To a set of academic and scientific recommendations in the light of the overall quality standards.
