This study seeks to address the concept of e-government as one of the new concepts in modern administrative thought, Specifically identifying the most important international experiences, leading the establishment of this e-government, because the latter has spread widely around the world and can be classified according to its proportion and efficiency, in successful and failed applications, The success here is not dependent on the technical aspect only, Indeed, there are countries that are technically and technologically developed, but have had great difficulty convincing their citizens to adopt the principle of electronic dealing with government agencies, unlike some less developed countries, which may be able to benefit from the experiences of those who have taken the lead , The first countries applied to e-government have suffered from some issues and constraints, which often forced them to cancel, modify and improve many projects in order to minimize the impact of these obstacles with steady steps and a clear vision of most of the issues surrounding the term e-government.
