The issue of weak states has become an issue that causes serious threats to international peace and security.

For the weak state, when it is in an important geopolitical space, becomes a center of attraction for regional and international powers.

As these weak states are rich in their natural resources, the polarization will take forms of international conflicts by which the hard, swift and smart powers are used, and here lies the danger of the survival of rich countries with their natural resources to be weak for defending these fortunes.

We can mention many of these countries, on which this equation can be applied such as Iraq, Yemen, Somalia, Qatar, and Kuwait.

In this research we focused on the scientific strength for it becomes the core of the launching elements of other comprehensive forces in all countries of the world, after the tremendous scientific revolution at second decade of the twenty-first century, the scientific power will not be the number or series of the comprehensive powers of the states, but it becomes the motive for these elements toward the distinction over other force's elements.
