Universities are an essential pillar in the development of societies not only in the field of academic education, but their role and social responsibility and that this type of investment is the best types of investment because of its social, economic, psychological and cultural dimensions.

As well as being an ongoing process is not linked to a specific time, place and generation In this research we tried to identify the social responsibility of the University of Samarra out of the problem of the role that must be played by universities in addition to the fact that it enhances the knowledge base in the field of association between universities and society.

We have adopted a descriptive and analytical methodology in presenting and discussing the research and proving the hypothesis of its weak role towards the societies in which it is located.

Spatial limits: The University of Samarra and its senior management are their academic status and time limits limited to the academic year 2017-2018.

Using the questionnaire to collect data and then analyze the results for a number of statistical metrics, the results were consistent with the research hypotheses, except in line with the university mission and objectives with the goals and values of the community and its contribution to drug control programs.

The results showed weakness in the use of text messages with the local community to publicize their activities in social responsibility.

A clear agreement emerged among the respondents through the results of their answers.

Weakness in the use of modern methods of testing in the scientific, biological and chemical disciplines in a manner that ensures the reduction of waste (waste) and most importantly in the results that the university has played a modest role in addressing the problem of unemployment.
