The growth of international investment companies and the emergence of economic blocs represented a major challenge in the global competition for foreign investment and pushed towards the amendment and reform of the domestic legislation to achieve this to attract foreign investments to its territory and provide legal protection.

The development of foreign direct investment in Iraq was addressed through Legislation and the reality of investment in it, and in Iraq, the need has emerged to create an attractive investment environment for foreign investors to contribute to the process of economic development and contribute to reduce the deficit that is exposed to public budgets and Reducing dependence on fluctuating oil revenues according to the constant changes in oil prices.

The study concluded that the investment environment in Iraq is still an environment for the expelling of investments and has not been able to benefit from foreign investments.

The study recommended the need for strong and effective institutions that could be helpful in developing the market economy.

Legislative reforms in investment laws reflect the strength and efficiency of the state and constitute a factor of corporate attraction and foreign direct investment
