The being of any language is tightened to the amount of the prerequisite acquired knowledge.

Through ages and periods, any language is simply defined as a way to communicate, language contact and express ideas so that achieving goals, objectives and ambitions.

For that reason, all people are confined to their language, culture and civilization; and the history of a language is only the history of individuals' awareness of their heritage, beliefs and visions.

Thus, man is the core of the language thought process, his history, the history of its language, his civilization, culture and all what constitute his being and his optimal values; making into account the development then the changes that all languages challenged.

Obviously, because of today's' urban and infrastructure rapid changes and particularly those of economic growth, nations had to enhance their verbal expressions and look for new adequate concepts.

Consequently, multilingualism is a natural linguistic phenomenon occurring in any speech community.

People ought to cope positively with this sociolinguistic feature; though the diversity of national languages and dialects, they have to plan in order to strengthen the weaknesses of a nation at the level of technology since it is the nowadays core of social-economic development.

Basically; the social development does not mean the increase of economy only, but also the decrease of poverty and illiteracy.
