The proceedings of the Rome Conference was characterized by a conflict between the power of law, the political interests and the national sovereignty of some countries, thus, several concessions were made in order to reach a compromise, and a consensus between the establishment of an independent international criminal court with effective legal power, and between the interests of countries and the balance of forces that prevent this, and (Philip Krish), Former Court Judge President explicitly acknowledged that: “the politicization of the International Criminal Court is one of the most important and widely discussed issues”.
