إن النخب السياسية و ما تملكه من سلطة اتخاذ القرارات في دولها يجعلها الفاعل الرئيسي في إدارة المرحلة الانتقالية لعملية التحول الديمقراطي لاسيما بعد التحولات السياسية التي عرفتها بعض دول المنطقة العربية في السنوات الأخيرة و التي يؤكد واقعها باستمرار على محورية النخب السياسية و الأدوار المهمة التي تضطلع بها.
حيث أدى حراك الشعوب فيها إلى إسقاط الأنظمة السياسية الحاكمة و دخول هذه الدول في مراحل انتقالية و التي تعبر عن وضع مؤقت يلي وضعا غير مرغوب فيه استمر لفترة طويلة و يسعى لتغييره عبر عمليات تغيير و تحول.
فنجاح المرحلة الانتقالية مرهون بالأدوار الايجابية التي تؤديها النخب السياسية وذلك من خلال فتح حوار شامل مع جميع الفاعلين السياسيين و الاجتماعيين و الاتفاق على خارطة طريق تنقل الدولة من المرحلة الانتقالية إلى مرحلة الترسيخ الديمقراطي
Abstract EN
The political elites and their decision-making power in their states, makes them the main actor in managing the transition process towards democratization, particularly after the political changes that some countries in the Arabic area went through in the recent years which confirms that the central political elites play important part in their designated roles.
Which led to people protesting in order to overthrow the ruling political systems and these countries going through a transition phase which reflects the an unwanted temporary situation that follows a long period of undesirable phase and seeks to change it through changing and transformation process.
The success of the transition phase depends on the positive roles played by political elites, through an inclusive dialogue with all political and social actors and the agreement on a road map of the countries from the transitional phase to the democratic stabilization.

Les Élites Politiques qu'elles possèdent comme pouvoirs de décisions dans ses pays, les poussent à être les principaux acteurs dans la direction de la phase transitoire de l'opération de la transition démocratique.
Et surtout dans les pays qui ont vécu des transitions politiques pendant ces dernières années.
La réussite de cette dernière dépend des rôles positifs établis par ces élites et ceci est dû à l'ouverture d'un dialogue regroupant tous les acteurs politiques et sociaux sur l'accord d'une feuille de route qui pilote l'état de la phase transitoire à celle de la consolidation démocratique
