Japan's position on the Soviet Union has been characterized in general by criticism and conflict since the end of World War II, and although economic relations between them have developed gradually since the mid-sixties of the twentieth century, the issue of the Soviet occupation of the Kuril Islands, and their refusal to discuss the future of these islands, prevented improvement Political relations between the two countries.
The foreign policy of any country is based on the outcome of the interaction of the internal and external environment at the same time with that country.
On this basis, knowing how to make a foreign policy decision for a country requires first of all to know the internal and external variables that influence the choices of political decision-makers.
The internal variables mean the state's ability and material capabilities, the prevailing political cultural culture of the state, the political system of the state and its nature, the influence of public opinion and pressure groups, and this was applied to Japan.
As for the external variables, it means the nature of the international system, and in this regard, the geopolitical situation of Japan is one of the factors that strengthened its connection with the international system.
Japan has a group of islands in the Pacific Ocean that are not completely connected to Asian lands, which made them indulge in the policy of the major powers towards the Far East region as a major partner.
