Study the role of America secretary of state from (1945-1947) considered a little part from America decision making process which, We can entering to the authority location in America political order, then setting the role level of secretary of state in making America foreign policy and the role of James Byrnes in drawing this policy, because he has high equality in politics and administration.

I divided the research into introduction, prefatory remarks, three researches and conclusion, In prefatory remarks I talked about the beginning of James Byrnes and his political activity to 1945.

The first research talked about James Byrnes activity in Potsdam conference 1945, The second research is talk about Byrnes role in international meetings which held after world war about German issue, The third research talk about Byrnes situation through France, Japan and Poland, The conclusion is talk about the important result in this research.
