Abstract EN

In this paper, we have tried to expose the Algerian experience in the struggle against youth unemployment through the various government institutions created to involve this category in the field of entrepreneurship.

Among these institutions, we have cited the ''ANSEJ'', created in 1996.

And this article tries to make a review of the activity of this agency after two decades of exercice taking as a reference point the activity of the ''ANSEJ'' in the Wilaya of Tizi-Ouzou.

In the first point of the study, we wanted to give a historical dimension to the concept of entrepreneur and to reconstruct the historical background and the economic, political and legal conditions that favored the emergence of private entrepreneurs and entreprises in Algeria.

And for the other points, we reserved them to the evaluation of the activity of this agency in the Wilaya of Tizi-Ouzou, by noting the number of small entreprises created and the sectors of activity which attract the young people of the region as well as the number of jobs likely to be created by theses entreprises
