but this stage, also, facing several of obstacles, a shortage of reconstruction funds comes at the forefront of these problems especially Iraqi financial budget has deficit, as12 trillion dinars, as well as, escaping most of local investors to abroad.

Iraqi government should gave the foreign investment the opportunity to participate in reconstruction, side by side the Iraqi government, and award concession to encourage the investment which is beneficial to Iraq.
