Abstract EN

This research aims to shed light on the importance and role of resorting to electronic management of public utilities in the face of administrative and financial corruption in Iraq.

Planning for a good e-governance strategy can be a leap forward in a more efficient building process, as it contributes to the concept of a responsible and transparent government in its business, resulting in reduced opportunities for administrative and financial corruption.

Therefore, this study discussed the concept of electronic administration of public utilities and its importance in the fight against corruption by reference to the experiences of some countries in using this modern administrative method in the strategy of fighting corruption, and proved success in the low rates of corruption in the system of OPEN in South Korea, and Bhoomi in India, with a discussion of the challenges facing its application and possible solutions to develop the right frameworks to benefit from this experience in the management of government institutions in order to face administrative and financial corruption.
