and people suffering they had no money , clothes and foods.

And became hungry and begging phenomenon in cities.

Can’t do anything for this problem for many reasons one of them branches terms of reference of Ministries of Supply and International Trade, After that they focus on highlight laws that issued After 1940 that Have been graded to the degree of their implementation and commitment by merchants, officials and the people.Our choice of this study is that the developed countries that have given their attention to the economic studies because they have a great relationship in progress and advancement.And to identify the strengths and weaknesses in government decisions and laws and compare them with what Iraq is going through similar circumstances ،As the sectors of agriculture, industry and technology are suffering today from a large failure and deliberate government negligence led to the existence of an army of the unemployed with the lack of government and lack of firm decision and the lack of investments of private sectors, which reflected on the situation of the country's poor services and weak work of government institutions.
