This research deals with a Lebanese Christian Figure, Khalil Ghanem Effendi, who entered the arena of Ottoman political life at the earliest age, after being included in the career corps in the Levant, He was elected a member of the council of the Ottoman Envoys in 1877, and he was not more than thirty – one years old (of age) and has been identified as an active member and a prominent speaker and opponent of sultan Abdul Hamid II (1876-1909), but the latter disrupted the work of the constitution after three months of the meeting.

Khalil Ghanem Effendi was forced to travel to Europe, He contributed to the publication of articles and the editing of newspapers in Arabic and French attacking the sultan Abdul Hamid II, and also publishes articles expressing the opinion of the union and promotion of the principles and become a spokesman for them, and contributed to the establishment of some associations opposed to the Ottoman State and the wrote books in many Fields, such as economics, literature and history, as well as his political opinions.
