In this paper, we talked about the Crime of hope, recommendation or mediation as a model of administrative corruption crimes.

In three Sections We devoted the first, to the conceptual framework of hope, recommendation and mediation.

The Second, We talked to the parties to the crime of hope and recommendation, mediation and criminal responsibility.

The third and Last research, We talked about the effects of the crime of hope or recommendation or mediation and ways to prevent them and we came to that this crimes subject to the principle of (crime and punish meant only by text), where the members of the Iraqi project several Legal texts have, In the Iraqi penal code No.(111) of 1969 as amended, this crime has several negative effect on society as it Leads to in equality, and is contrary to the principle of justice among the Layers of one community.

In conclusion, we have reached several things in order to refer to reduce or reduce the commission of such crimes.
