Abstract EN

The legislative function is the most important competence of the legislative authority.

This function is to enact, propose and approve laws in Parliament, or to propose draft laws and the approval of Parliament and send them to the President for ratification and promulgation.

To propose, discuss and vote on the law, then the ratification or objection stage, the issuance stage and finally the publication stage.

As for the legislative retreat, we mean the inability to legislative competence in issuing mature and deliberate laws, aimed at finding solutions to political, social and economic problems, to meet the needs and aspirations of the group, so that these laws are issued, which is tainted with lack and ambiguity, and is cited by the many exceptions that violate the general legal rules and stripping them.

The study revealed that this decline is due to the existence of several reasons, which may be political, legal, social or economic, and may lie behind this decline meeting these reasons together leaving distorted legislation deficient to achieve its goals, as the study revealed to us that the basic basis for reform of the system The legal conclusion is to create an effective constitutional system by ensuring the mechanisms of cooperation between the three authorities, and the establishment of the best means of integration between them in the field of legislation making.

The conclusion of the research has been deposited by our findings and proposals focused on some amendments to the legal texts contained in the vocabulary.

We urge and hope the Iraqi legislator to take them and accept them well
