The second half of the 1990s witnessed an explosion on the Internet worldwide, This explosion was followed by several initiatives at the global, regional and international levels aimed at building models for electronic governments, All of this has wide implications for the content and forms of service delivery, simplification of the service procedure, laws governing the provision of services or the speed of service delivery, the savings in labor and time required to perform these services, These models in government and this development in the form and level of electronic service delivery are among the most important activities that States can undertake on the Internet.

From another perspective, the development of information and communications has provided the environment and the opportunity to engage in political action in a modern way, this resulted in the so-called electronic parliament, electronic or interactive democracy that depends on electronic sharing systems, as these terms developed under e-government concepts
