The development of civil society and the acceleration of development is one of the most important characteristics of modern society.

The involvement of citizens in the decision-making process and the related issues are among the most important criteria of democratic governance.

Therefore, countries work to find suitable means to achieve this goal.

Algeria opened the way to the formation of the "Neighborhood Association", which is a social structure and intermediary, if it was exploited in a good way that can be an important future in the development process and reflect the true concept of participatory democracy, with its advantages: the ability to directly monitor the concerns of citizens, their potentials, abilities and qualifications, and to employ them in sustainable development projects.
