The research aims to shed light on the establishment of business incubators in the education sector in Iraq and benefit from the experiences of some countries and determine the level of impact of financial aspects on the work of incubators in supporting small and medium enterprises.

The research reached the important conclusion that the most important problems incubators in the higher education sector in Iraq is not to provide the necessary funding and the reluctance of financial institutions from lending to the lack of adequate guarantees by the government and the most important recommendations of the researchers to solve the problem of incubators is to allocate a proportion of the state budget to support them annually and achieve its objectives to embrace projects In addition to the universities' interest in providing logistical and material support to their incubators by allocating a percentage of their own resources to support their projects.
