Abstract EN

This study aims to develop a cognitive perception about the third stage of higher education and its role in the production and manufacture of innovation, and we will take the doctoral stage as a model considering that the doctoral thesis is a cognitive study, as we will try in this study to demonstrate cognitive innovation and innovation of thought, as well as the doctoral thesis is considered either an ancient cognitive study In a new template or the production of new knowledge, as we will address in this study the problem of scientific theft, which is the result of the ence of the concept of innovation and the ence of anchoring the principle of the innovative student.

This study will also bear the reality of the higher education system at the Algerian University, with an attempt to focus on The most important principles and points that must be provided in order to improve the level of higher education in Algeria.
