The present paper tackles the Holy Qur'an as a Heavenly Constitution that regulates the whole aspects of life through basic values.

As for the Doctrine issues, the Holy Qur'an presents them in a coherent form that accepts no argument, whereas the legislative process comes to clarify the way towards a regulated life due to a heavenly light.

In so, legislation accommodates the newcomers of life serving the society in terms of time and place.

The present paper views miraculousness of the Qur'anic as unchangeable values that accommodate the details life.

One of these values is the regime system which includes; consultation, freedom, equality, justice, and common discourse.

The main finding of the research is that miraculousness in terms of political values functions to protect both society and individuals against every corruption.
