Independent administrative authorities, like other state agencies and institutions, use in their activities the means of public authority, where they are exposed to the freedoms of individuals and affect their legal positions and may harm them and their money and property damage.

As is well known, the principle and the right to resort to the judiciary in order to protect the rights and freedoms and preserve the principle of legality and the legal system in the state justifies the establishment of responsibility against independent administrative authorities as long as they cause damage to others.
