If the national development is represented by a group of national programs and projects for the various sectors, then local development is the reflection of those programs or projects at the local level, where the local administrative organization is considered a natural support for them and the participation of local individuals in development is considered an essential element for the success and activation of development, and Therefore, the basic rule in every development work is to be based on participation and encourage citizens to express their opinion on development projects, as this study seeks to shed light on the theoretical framework of a site and the role of local administration in improving and supporting local development in its various dimensions.
