The value order is of great importance in the social structure of any society as a general framework that combines the various components of society and achieves a positive interaction reflected on the harmony and integration of society.

The value order is an officer of the movement of individuals as it carries moral models on which the behavior of individuals is determined.

Thus, an imbalance in this system makes individuals lose their psychological and social balance, and may lose their self-confidence first and society secondly.

And when the imposition of the economic blockade deteriorated significantly the corruption of poverty, hunger, disease and deprivation destabilized the value system of Iraqi society and the political atmosphere suffocating conditions worsened and with the entry of US forces in 2003 collapsed the authority of the state and law and collapsed here the bulk of that value in Iraqi society, and the rest of them are not effective because of the absence of the rule of law, and we are witnessing a vacuum of value, and a new system of value is created, the exceptional circumstances experienced by the Iraqi society has produced a new system of values and social norms, The scenes of murder, robbery, kidnapping, looting, and suicide bombings have become familiar daily scenes in Iraq, in addition to the media and cultural openness to the world through satellite broadcasts, the Internet and mobile phone which was prevented by the cultural invasion.
