this phenomenon is decaying in the body of the country, killing the national conscience , exposing the society to alienation and takeover and keep it lagging behind.

For the purpose of addressing this dangerous disease, which is rampant in many circles and institutions that perform the public service, the legal means should be followed to account for those who have failed, and to be aware of this concept and to hold it accountable to God in accordance with the book of Allah (Quran) in this world and the Hereafter.
