In approaching the discourse of development, we are confronted with a number of cognitive problems that must be addressed.

In this area of many scientific disciplines such as economics, sociology, law and politics meet, but despite this, we will notice the ence of these multiple dimensions (social, economic and political.

In addition, the diversity of experiences and the multiplicity of policies have led to the divergence of visions, the perception of interventions and their priorities, as well as the types and objectives of policies.

Another point to note is the overlapping of academic discourse with current policies, namely theory and practice, which makes the separation of scientific analysis from politics impossible.

Another criticism of our discourse on development rests on its adherence to the Western model, which has flourished in different historical contexts.

In spite of the failure of the loan, we continue to submit and prefer the teachings from the outside, our elites seek to hinder any movement seeking to disengage and offer opportunities to embark.

These are some of the issues that we seek to address in this article.
