Algeria's possession of a variety of properties has prompted the Algerian legislator to consider setting up a system of its own that would protect and preserve the collective use of these properties, considering that the administration is the main party in the protection and maintenance of the public domain whenever necessary.

The national property legislation also grants the management the right to establish a legal relationship with a natural person or a legal person from public law or private law for the management and exploitation of the public property of the State, whether under license or the conclusion of a concession contract.
