The technical control system for the building was created for the protection of buildings and their owners because of the multiplicity of stakeholders in a single technical process.

That used legal loopholes to escape responsibility.

The Algerian legislature created the system of technical control of construction by virtue of Decree No 71/85 of 29 December 1971, which includes the foundation of the Commission for the Technical Supervision of Construction and the establishment of its legal basis, Amended and supplemented and entrusted to the National Authority for the Supervision of Technical Construction in the center of the country.

The Commission is adapted on the grounds that it is a foundation of an economic social character, which has been developed in branches in several States because of its useful role in the protection of buildings and real estate.
