Abstract EN

Enacting laws for reconstruction and construction to preserve the urban and environmental system have been the purpose of the government authorities, after the construction was carried out unlawfully and without permits.

In order to settle the situation and to protect the urban nature, building departments at the level of each municipality, will settle the buildings according to the laws and regulations of the Algerian Republic.

In this context, we have seen through this research to clarify the process of administrative procedures in the municipality in order to obtain building permits.

The problematic of this research is: How are the construction contracts obtained by the municipality? And do all reconstruction contracts have the same process of extraction?
