The present article deals with the observations and opinions of an eyewitness who came to Algiers in 1695 and was the envoy of the French authorities for the conclusion of a peace and trade convention.

He gathered a lot of knowledge and information in various aspects: Historical, political, military, cultural, religions, judicial, economic, and financial.

Although his views carried some cognitive errors in aspects, they contained some facts in the other side found in extended sources.
