The current research is aimed at: (1) determine the level of Department of Arabic Students at the College of Education and Human Sciences in understanding the grammatical meanings.

The relationship between students' understanding of the meanings of grammatical and achievement material rhetoric.
The research community current students of the fourth grade, the Department of Arabic Language, the study morning, totaling 150 students, the College of Education for Human Sciences, University of Babylon for the academic year (2014-2015), and the sample core (30) students from Students fourth grade were chosen at random, and the sample was (20%) of the research community overall after excluding exploratory sample, the researcher prepared achievement test to understand the meanings of grammatical be one of the 40 items, formulated objectively tests the whole, (27) a paragraph from it type multiple-choice, and (13) a paragraph of it type (true or false), and after the test was the T value calculated to denote the difference using the test Altaia for one sample equal to (0.01) smaller than the T value tabular adult (96.1) this result shows that the level of students in the understanding of grammatical meanings is weak and is not good, while the relationship between the level of students to understand the meanings and grammatical achievement in the subject of rhetoric is a direct correlation, ie, the greater the understanding of the meanings of grammatical increased achievement in the subject of rhetoric.
The researcher came out a range of recommendations, including: (1) focus on understanding the structures and methods of grammatical and rhetorical leads to cognitive student in his field integration .2 teaching of rhetoric in the light of science as lead to a stronger understanding of the meanings of grammatical among students.
In light of the findings of the researcher suggests the following: Conduct a pilot study in which material Rhetoric taught in the light of the basics of grammar, rules.
conducting a similar study to know the relationship between the understanding of the meanings and grammatical level students in other branches of the Arabic language such as discharge.
