At the outset, we emphasize the narrow space devoted to studying the phenomenon of local development, despite the recent attention it received from researchers.

This field, like other fields, still has a cognitive scarce.

This calls for emphasizing the need to develop a national strategy to advance what is scientific and provide convincing answers to the pressing questions of society.

It is this input that explains, to a large extent, the motivation behind choosing the subject of this study.

In general, this topic is confined spatially to the Al-Hoceima region in the Moroccan countryside.

It concerns the relationship between the conditions of social policies in the said region and the reality of the protests that the latter have been witnessing for more than a year.
