Arabic Abstract

تعتبر التنمية المستدامة من الرهانات الحديثة للحكومات التي كرست كل جهودها لتحقيقها وفي سبيل ذلك عمل المؤسس الدستوري على منح مفهوم التنمية المستدامة بابعادها الثلاث سمو قواعد القانون الدستوري من خلال دسترها بموجب التعديل الدستوري لسنة 2016 سواء في الديباجة بشكل صريح او من خلال العديد من مواد الدستور ليمنحها بذلك ضمانات هامة لتنفيذها من طرف سلطات الدولة والمواطنين كما اعتبر أن حماية البيئة ضمانة دستورية خاصة بحيث لا يمكن تنفيذ القواعد المتعلقة بالتنمية الاقتصادية أو الاجتماعية إلا عند الأخذ بعين الاعتبار البعد البيئي.

English Abstract

Sustainable development is a recent challenge for governments, which have devoted all their efforts to achieving it, To this purpose, the constitutional founder highlighted the concept of sustainable development in its three dimensions The highness rules of constitutional law by their incorporation under the constitutional amendment of 2016 Either in the preamble, explicitly and clearly, or in many articles of the constitution ; through this he gives the important guarantees for its implementation by the state authorities and citizens, He also considered that the protection of the environment is a special constitutional guarantee, in which the rules related to economic or social development can only be implemented by taking into account the environmental dimension.
