تعتبر البيئة النفسية لصانع القرار و بصفة خاصة إدراك صانع القرار من أكثر العناصر المؤثرة على عملية صنع القرار في السياسة الخارجية خاصة في الحالات الاستثنائية التي يمكن أن يتعرض لها صانع القرار كحالات الأزمات و الحروب التي تتميز بضغوطات مرتبطة بضيق الوقت هذه الضغوطات التي يمكن أن تنعكس على إدراكه للعناصر المحيطة بالقضية أو الموقف المعني بعملية صنع القرار و يسيء اختيار البدائل بسبب المبالغة أو التقليل من أهمية أحد المؤشرات أو العناصر هنا يبرز دور مراكز الأبحاث كبديل للمعلومات التي يمكن أن لا تكون متوفرة لصانع القرار أثناء اتخاذه للقرار في السياسة الخارجية و التي يمكن أن تكون متوفرة لديها بالنظر للبحوث و التحليلات و الدراسات التي عملت عليها سابقا و التي يمكن أن تشكل البديل لصانع القرار من اجل تصحيح إدراكه في حال قلة المعلومات أو غيابها و كذا من خلال تقديم المستشارين و المختصين و الخبراء لتجاوز أي سوء إدراك يمكن أن يتعرض له صانع القرار.
Abstract EN
perception in decision-making process is one of the most influencing elements in foreign policy, especially in the exceptional situations that the decision-maker may be exposed to,such as crises and wars that are characterized by pressures and limited decision time,that pressures can push decision maker to misperception and to exaggerating or underestimating the importance of one of the indicators or elements, here the research centers role emerges as an alternative to the information that may not be available to the decision-maker during the decision-making processthat can constitute an alternative for the decision maker in order to correct his misperception, and to help bymaking the right analysis and information and to give the appropriate advice for decision makers.
