The development in international relations has led to the emergence of what is known as the international community, which necessitated the establishment of legal rules regulating the relations of its members, and thus the rules of public international law have emerged, which are a set of legal rules that regulate the relationships of the people of the international community, which was initially On customary rules and on limited issues, the development of the latter's elements, the emergence of new entities alongside states, and what is known as international organizations emerged as a person from the international community.

The circle of these rights expanded over time to include, in addition to traditional human rights, a set of new rights that were considered complementary to other rights recognized by the international community through charters and treaties, in addition to other international agreements in this field.

Among the newly developed rights is that it is the right of every human being to live in a healthy environment free from pollution, to meet his needs and achieve his well-being according to development plans by ensuring that the environment is not harmed and ensuring the right of present and future generations to the environment resources that are considered the subject of the human right to a healthy and clean environment And achieving sustainable development that takes into account the right of present and future generations to benefit from the planet's resources, and either ignore this right and move forward in the development process.
