Public policies are a key function of political systems in dealing with issues raised in their internal environment, a perception common to the beginning of this modern scientific field.

However, with the beginning of the 1990s, the fall of the Soviet Union, the United States of America's dominance in the world's leadership in unipolar terms, and the emergence of other acts of global concern at the political level, such as international blocs and alliances to combat terrorism, disease and environmental protection.

All these issues and others have led to a growing influence in policy-making and the nature of one-State policy into an interlocking policy in the formulation of its options, both internal and external, which has had a very positive and negative impact on the content and policy-making of developing countries.

Although the negative nature prevailed, given the domination of the major Powers in guiding the political choices and policies of the developing countries in a way that serves their interests.
