Addressing the reasons for-and the solutions to-the “digital divide” as one of the biggest concerns on the agenda of researchers and academics in media and communication sciences and social sciences since the advent of the Internet.

However, the term has meant quite different things, depending on the contexts of understanding at the academics and the general public, which operate to direct reality towards the political results are different particularly at Arab world.

The goals of this paper are twofold: First: explaining the term “digital divide” and study how it have been disseminated and interpreted across a range of academic and political discourses.

Second: Provide different conceptual frameworks on the "digital divide ", which lead to different perceptions, raise the question of who is responsible to delay of Arab world to build knowledge societies.

From this, we come to discuss the dynamic relationship between construction and communication in the political discourse and public understanding of the digital divide, as well as implications for effective communication about the digital divide in the Arab world.
