هدف البحث الى التعرف على المشكلات التي تواجه نظام الابتكار الزراعي في مجال تطوير زراعة الشعير في العراق من وجهة نظر الباحثين الزراعيين، و تحقيقا لهدف البحث، اعد مخطط يتكون من 76 فقرة توزعت على 12 مجالا في نظام الابتكار هي (الاطار العام للنظام، شبكة دوائر النظام، و القدرات البشرية و المادية، البرامج، المجال التقني، التنظيم، السياسات و الدعم، الفلاح، الخدمات، المتابعة و التقويم، التخصيصات المالية، الاوضاع الامنية في البلاد).

جمعت بيانات البحث من 34 باحث زراعي من حملة الشهادات العليا يتوزعون على الدوائر الاساسية في نظام الابتكار الزراعي( دائرة البحوث الزراعية في وزارة الزراعة، دائرة البحوث الزراعية في وزارة العلوم والتكنولوجيا، و دائرة فحص و تصديق البذور، و دائرة وقاية المزروعات، و شركة ما بين النهرين العامة للبذور، و الشركة العراقية لإنتاج البذور مديرية الزراعة في بغداد في الكرخ و الرصافة) .خلص البحث الى ان متوسطات اهمية المشكلات التي تواجه نظام الابتكار في مجال تطوير زراعة الشعير قد تراوحت بين 3.73-2.58 درجة بمتوسط مقداره 3.16، على مدرج اهمية خماسي (مهمة جدا، مهمة، مهمة الى حدما، قليلة الاهمية، غير مهمة) تراوحت قيمه الرقمية بين (0-4) درجة.

و ان 5% من المشكلات تراوحت متوسطات اهميتها بين 3.73-3.50 بمتوسط مقداره 3.64 و تقع ضمن مستوى مهم جدا، جاء في مقدمتها عدم وضوح مفهوم نظام الابتكار الزراعي لدى صناع السياسة و العاملين في النظام، و فقدان الاصناف المستنبطة بسبب الظروف التي مر بها البلد، و حاجة الباحثين الى تدريب داخل البلد و برامج بحثية في الخارج .

و ان 75%من المشكلات تراوحت متوسطات اهميتها ما بين 3.48-3 درجة بمتوسط مقداره 3.21 درجة و تقع ضمن مستوى مهم باتجاه مهم جدا، جاء في مقدمتها ضعف العمل الجماعي وغياب الفريق المتكامل المتعدد التخصصات و عدم تكامل النشاطات و الفعاليات المختلفة لتطوير المحصول، و ضعف التنسيق مع كليات الزراعة و المراكز البحثية الدولية لتطوير زراعة محصول الشعير، و غياب برنامج وطني انمائي لتطوير زراعة المحصول في البلد.

و ان 20% من المشكلات تراوحت متوسطات اهميتها بين 3-2.58 درجة بمتوسط مقداره 2.84 درجة، جاء في مقدمتها ضعف قدرات اداء العاملين بالإرشاد في مجال اعداد و تنفيذ برامج الارشاد المتخصصة، وضعف مشاركة الفلاحين في اختيار الحلول وتطويعها في حقولهم.

و يوصي الباحثان بضرورة اهتمام وزارة الزراعة و خصوصا صناع السياسة ومتخذي القرار في المنظمات المكونة لشبكة نظام الابتكار بنتائج البحث و اعتماد الحلول المناسبة لتلك المشكلات و ثم تطوير زراعة الشعير.

English Abstract

The aim of the research is to identify the problems facing the agricultural innovation system in the field of developing barley cultivation in Iraq from the agricultural researcher's point of view.

In order to achieve this objective, a 76-paragraph plan was prepared covering 12 areas of the innovation system (system framework, system network, human and material capacities, programs, technical field, organization, policy and support, farmer, services, monitoring and evaluation, financial allocations, the security situation in the country).

The research data were collected from 34 agricultural researchers with higher degrees distributed to the basic departments of the agricultural innovation system (Agricultural Research Department of the Ministry of Agriculture, Agricultural Research Department of the Ministry of Science and Technology, Seed Inspection and Certification Department, Plant Protection Department, Mesopotamia General Seed Company, And the Iraqi company for seed production, Directorate of Agriculture in Baghdad in Karkh and Rusafa.

The research concluded that the importance means of the problems facing the innovation system in the development of barley cultivation ranged between 2.58-3.73 degrees with an average of 3.16, on a five-importance scale (very important, important, somewhat important, less important, unimportant) ranged between (0-4) degrees.

First, 5% of the problems ranged from 3.73 to 3.50 with an average of 3.64, which is at a very important level.

The most important of these problems was: the lack of clarity of the concept of the agricultural innovation system among the policymakers and the employees of the system, the loss of the high-grade of barley varieties, and the researchers need to train inside the country and research programs abroad.

Second, 75% of the problems ranged from 3.48 to 3.33 with an average of 3.21.

They are within an important level in a very important direction.

In particular, the weakness of teamwork and the ence of the integrated multidisciplinary team, Lack of integration of various activities to develop the crop, lack coordination with agricultural colleges and international research centers to develop barley growing, and the ence of a national development program to develop crop cultivation in the country.

Finally, 20% of the problems ranged from 2-3.58 to an average of 2.84 degrees, in particular, the lack of extension services and activities and implementation of specialized extension programs, and the poor participation of farmers in selecting solutions and adapting them in their fields.

In a word, the researchers recommend that the Ministry of Agriculture, especially policymakers and decision-makers in the organizations that make up the network of the innovation system, should pay attention to the results of the research, adopt appropriate solutions to these problems and then develop barley cultivation.
