Arabic Abstract

استهدف البحث التعرف على مستوى معوقات الاتصال الاداري للموظفين الزراعيين في و محافظة نينوى بشكل عام، و تحديد مستوى كل مجال من مجالات معوقات الاتصال الاداري للموظفين الزراعيين في محافظة نينوى، وهل توجد فروق فردية بين معوقات الاتصال الاداري و مدى تأثيرها على الاداء الوظيفي للموظفين الزراعيين و بعض المتغيرات متمثلة بـ ( الجنس، العمر، سنوات الخدمة الوظيفية، المؤهل العلمي، الدورات التدريبية في مجال الاتصال ).

و لغرض الحصول على البيانات الخاصة بالبحث اعتمدت استمارة استبيان مؤلفة من جزئين: الاول يتعلق بالمعلومات الشخصية والوظيفية للموظفين الزراعيين في محافظة نينوى، و الجزء الثاني شمل مقياس لقياس معوقات الاتصال الاداري للموظفين الزراعيين في محافظة نينوى شملت (34) فقرة موزعة موزعة الى عدة مجالات الاول: مجال المعوقات الادارية و تكونت من (10) فقرات، مجال المعوقات المتعلقة بالعاملين و تكونت من (9) فقرات مجال المعوقات الفنية و تكونت من (8) فقرات و مجال المعوقات التنظيمية تكونت من (7) فقرات.

و بعد التأكد من الصدق الظاهري لاستمارة الاستبيان تم قياس الثبات بطريقة االفا – كرونباخ و بلغ معامل الثبات (86% ).

شمل البحث موظفي مديرية زراعة نينوى و الشعب التابعة لها و البالغ عددهم (430) موظف و موظفة، حيث اخذت عينة عشوائية بسيطة منهم بنسبة (25 % ) و بواقع (103) موظف و موظفة.

وقد اظهرت النتائج ان غالبية المبحوثين كانت نسبة معوقات الاتصال الاداري هو قليل يميل الى المتوسط حيث بلغت نسبتهم حوالي (91% )، حيث ظهرت المعوقات الادارية بالمرتبة الاولى بمتوسط حسابي بلغ (20، 438)، بينما حوالي (80% ) من عينة البحث يكون مستوى تأثير المعوقات على الاداء الوظيفي لهم كبير يميل الى المتوسط، اما المعوقات الادارية فقد احتلت المرتبة الاولى من حيث تأثيرها على الاداء الوظيفي للموظفين الزراعيين بمتوسط حسابي بلغ (18، 876).

و اظهرت النتائج عدم وجود فروق معنوية بين معوقات الاتصال و مدى تأثيرها على الاداء الوظيفي للموظفين الزراعيين و بين كل من (الجنس، و المؤهل العلمي ) بينما ظهرت فروق معنوية بين معوقات الاتصال الاداري و مدى تأثيرها على الاداء الوظيفي للموظفين الزراعيين و بين كل من (العمر، سنوات الخدمة الوظيفية، و التعرض للدورات التدريبية في مجال الاتصال )، وقد تم اقتراح للقيام بالمزيد من الدراسات و البحوث المستقبلية حول معوقات الاتصال بكل مجالاتها بالنسبة لتحليل البيانات التي تم جمعها فقد تم استخدام الاساليب الاحصائية المناسبة باستخدام برنامج spss.

English Abstract

The aims of the study was to identify the level of obstacles for administrative communication for agricultural employees in Nineveh province in general, And to determine the level of obstacles for each area of administrative communication obstacles for agricultural employees in the province of Nineveh, then there are any individual differences between the obstacles of administrative communication for respondents and some independed variables represented by (sex, age, number of years' service, educational qualification, training courses in the field of communication).

Data was collected by questionnaire, this questionnaire include into two-part, The first part was relates to the personal and functional information of respondents in the province of Nineveh and the second part, The second part included a some paragraphs to measure administrative communication obstacles for agricultural employees in Nineveh province, this part Included (34) paragraphs distributed to several areas, the field of administrative obstacles was consisted of (10) paragraphs, and the field of obstacles related to workers was consisted of (9) paragraphs, then the field of technical obstacles was consisted of (8) paragraphs and the field of organizational constraints was consisted of (7) paragraphs.

After confirming the apparent validity of the questionnaire, the reliability was measured by the method of Alpha-Kronbach and the coefficient of reliability was 86% .

The research included all agricultural employees in Nineveh province and employees in Directorate of Agriculture of Nineveh, which the number of population was (430) employees, where we took a simple random sample from them (25% ) which was (103) employees.

The results showed that the majority of the respondents were few tends to medium for obstacles of administrative, where about (91% ), Where the administrative obstacles appeared in the first stage with an arithmetic average of (20, 438), while about (80% ) was large tends to the average, while the administrative obstacles were ranked first with an arithmetic average of (18, 876) The results showed that there were no significant differences between the level of obstacles of administrative communication for agricultural employees and independent variable such as (gender and educational qualification), while there were significant differences between the obstacles for administrative communication for agricultural employees and other independent variable such as (age, years of service.

And exposure to training courses in communication)the researcher has been suggested to carry out further studies and future research on obstacles of administrative communication in different field.
