Pearl traders keen to maintain their relations with the rulers in order to consolidate their economic and social status and thus were able to participate in the management of Kuwait and access to the direct influence in the making of many decisions and stressed the return to the Shura in all matters related to the country The Shura Council is a prominent landmark in the history of democracy in Kuwaiti society.

Thus, the movement witnessed the first of its kind in the history of Kuwait in 1921, as well as the establishment of a municipal council in 1930.

Some national figures of merchants applied to the Governor Sheikh Ahmed Al-Jaber Al- And the idea was taken by Sheikh Yousef bin Isa Al-Qena'i.

The municipal councils chose most of their members from the pearl traders because they have a clear impact on the political, economic and social life in Kuwaiti society The Council of Knowledge was established in 1936 after the cultural mobility witnessed by the Arab Gulf region in particular after the increasing numbers of schools and teachers.

This called for the need to take care of learning in Kuwait.

Pearl merchants had a prominent role in advocacy in 1936 to elect members of this council.

From which the development of education in Kuwait through the modern education system In 1938, Kuwait witnessed the establishment of the Legislative Council, the second largest reform movement organized by the first movement of 1921.

This time, it expressed the desire of social groups, as well as increased political and cultural awareness through popular participation in all aspects of Kuwait's political, economic and social life.
