The educational institution is the main tool upon which to build the human being, develop his skills, increase his abilities, develop his character, and then move him to the field of industrial, agricultural, service and other fields of modern society.

The research speaks about the culture of quality in educational institutions.

As a result, there is a growing interest in the international community in modernizing the educational administration as a key factor in every educational development in which the changing needs of society are met.

Every development in education is a development in its administration.

Has increased its size and increased its function, which requires an educational management capable of running its energies, and investment resources, and constantly updated starting from the basic base of the school, and up to the summit where they developed educational policies and research, planning and advocacy.

The problem was summarized as follows: 1- the extent of application of the culture of total quality in Iraqi educational institutions? Sub-questions stem from this question: A - What is the application of Iraqi educational institutions to the culture of total quality from the perspective of management? B - What is the application of Iraqi educational institutions to the culture of total quality from the perspective of teachers? Study hypotheses: The researcher developed a set of hypotheses to solve the problem of the following: Is there a statistically significant relationship between the application of the culture of quality and the quality of education in Iraqi educational institutions? The following hypotheses are derived: 1- The culture of total quality is applied in the Iraqi educational institutions from the management perspective.2- The culture of total quality is applied in the Iraqi educational institutions from the perspective of teachers.

The research found the following results: 1- Manager has the ability to identify the strengths and weaknesses within the institution.

2- The Director encourages teachers and all employees within the school to continue their education and self-development.3- the use of specialists in the field of educational quality to train teachers and teachers to apply.

4- Teachers benefited from training programs in the field of educational quality Accordingly, the researcher recommends the following: 1- Motivate teachers and employees materially and morally to perform their work well.2- work to broadcast the idea of self-management ie that the institution is the property of all employees.3- To work on the establishment of courses and training programs in a clear culture of total quality.4- Continue the policy of modernization of equipment and aids in institutions.
