Abstract EN

This study is sensitive and necessary now; because of the widespread of the news about the huge wealth of the authority owners and the extreme poverty of peoples.

The study aimed at searching the opinion of the Sharia about the combination of the emirate and trade, the reasons of this phenomenon and the economic impacts of it, and reviewing the historical positions of the authority owner about the combination of the emirate and trade.

The study shows the combination of the emirate and trade is permitted in Islamic Sharia, but the permitting must be combined with strict laws to avoid the negative impact of this phenomenon, and it shows that the causes of this phenomenon are the desire to the luxury and opulence life, the desire of Consolidation of authority, easy access to money by authority, and the lack of laws which help to stop this phenomenon.

To limit this phenomenon, the study recommended enacting strict laws, activating the role of supervision, and activating the role of the Popular Control.
