This research aims to answer a set of questions about collecting money under physical disability, using the disability as a means of earning money, the state competitions for physically disabled persons, allocating a gift or extra care for a physically disabled child, state expenditures on the physically disabled persons and allocating gifts for them, imposing financial fines on entities violating the preparation of the facilities for the disabled persons and so forth which is included in this research.

In this study, I followed the inductive approach by tracing the sayings and evidence of scholars.
