Abstract EN

GCC Countries have realized how harmful is dumping to producers as it undermines efforts of GCC Countries in making progress in the area of dumped commodities, and does disservice to national industry and to local competitors.

GCC markets have constantly suffered from dumping and other detrimental commercial practices inflicted by local agents and foreign exporters which renders industry in the Gulf in a poor competitive state.

This has urged the need for enacting an anti-dumping law to protect national industry from harmful commercial practices.

As GCC Countries adopt a uniform, internal strategy for the standardization of commercial laws and strategies, after the issuance of Uniform Customs Code (Federal Decree No.

85 of 2007 concerning GCC Uniform Customs Law), the Federal Law No (1) of 2017 Concerning anti- dumping, compensatory and preventive measures has been issued followed by the Cabinet’s Resolution No (8) of 2018 concerning the implementing regulation of Federal Law No (1) of 2017.

All of the aforementioned laws were enacted with a view to protecting local markets and encouraging local products in compliance with WTO’s requirements and international economic agreements.

Those concerned with national industry should better understand the legal aspect of dumping; its impact on economic development and ways of combating and investigating it.
