Because of the increase of their expansion and activity or the qualities and methods by which they are conducted and committed disregarding what those terroristic acts result in causalities of possessions, souls, economies of countries in addition to panic and fear which affects safe citizens.

It is particularity flourished after the them as well as the loss of life and property and the economy of countries in which they are committed, in addition to the fear and panic which affects the safe people, especially after the tremendous development In communications and ease of transmission of information.

On the other hand, the major powers are using the reason of terrorism as a tool, nowadays, to strike their opponent countries.

This means that they use Terrorism to fight their battle instead of using the conventional wars, In other words, the major powers, sometimes, use the issue of terrorism as a way to gain their battles against the states which stand in front of them, after they give up the normal ways.

The most important problem in this respect is the difference between countries about the specific definition of terrorism and what acts are considered to be terrorist crimes, in addition to the difference on the authorized authority which has the right to consider the act to be as a terrorist act.

These differences between the states came into being as a result to the nature of the terrorist crime.
