This study tries to discuss the problem of slums as a consequensce of the failure of the urban planning of Biskra city and the different procedures and decisions of the urban administration which comes as an advance against the individuals' needs from population sides and neglectes the balance and equal oppotunities between the city center and its outskirts .

This produces the problem of slums which deformes the beauty of Biskra city and deprives its identity....

This field survey will stand up on the real facts and daily suffering of many slums' inhabitans and focus on the stucture components of these slums and the fact of its wealth or poverty without isoliting these facts from urban developement stages of Biskra city which forms these squaters which becomes stigma .To do this survey we appealed for politcal entry ( or force) in order to stand up on the different rules which control this phenomena and treat it in the light of sustainable developement...
